Occasion:
In September 1912 the Powers, through Austria, Hungary, and Russia strongly deprecated the outbreak of war. The Allies simultaneously handed in to the Turkish Government an Ultimatum demanding certain specified reforms. No reply was sent. The Turks underestimated the strength of their opponents, and hoped to detach Greece. War broke out October 17th.
