Delcassé were engaged in tricky schemes to dispose of Morocco without regard for German interests; that Germany was not officially notified by France of the public agreements with England (April, 1904) and with Spain (October, 1904); that these two agreements were both accompanied by secret ones which nullified their effect; that M. Delcassé resigned, not under German pressure, but at M. Rouvier's wish, for having unduly involved and compromised France.
