The Franco-Russian celebrations which took place in France, in the month of October of last year, provoked in me, as no doubt in many other people, at first a feeling of amusement, then of perplexity, and at last of indignation, which I intended to express in a short article in a periodical; but, the more I dwelt on the chief causes of this strange phenomenon, the more did I arrive at the considerations which I now offer to my readers.
