I communicated then with General Latta, and received a reply from him, saying they had made every attempt to provision us and get us ammunition, and that it was impossible, and knowing there were three regiments in Pittsburgh, and not knowing their demoralization—I didn't know they were so much demoralized as they were—if they couldn't communicate with us, I thought there must be a very strong force opposed to us, and my orders were to remain where I was.
