(Ibid., 1808-09, p. 1250.) Yet many went to Guadaloupe and other forbidden French islands. At Saint Pierre, Martinique, in the middle of September, were nearly ninety American vessels. "Flour, which had been up to fifty dollars per barrel, fell to thirty dollars, in consequence of the number of arrivals from America." (N.Y. Evening Post, Sept. 20, 1808.) This shows how the permission to sail "in ballast" was abused.
