The records of the War Department fail to show facts upon which justice can be done to this regiment, and Congress is asked to afford such relief by a special act. Upon the evidence in the case it is submitted that the First Regiment Ohio Volunteer Light Artillery is entitled to proper recognition as having been in the service of the United States, and its officers and soldiers should receive certificates of honorable discharge as such.
