In forest brake, or den,
As beasts excel[313] cold rocks and brambles[314] rude;
Men who their duties know,
But know their rights, and knowing, dare maintain;[315]
Prevent the long aimed blow,
And crush the tyrant while they rend[316] the chain;
These constitute a State;
And Sovereign[317] Law, that State’s collected[318] will,
