(A) Letters can be registered to Shanghae, in China, and to Yokohama, in Japan, by San Francisco, but to no other place in either country.

(B) Printed Prices Current and Mercantile Circulars can, where this letter is prefixed, be forwarded as Newspapers.

(C) The postage to be collected on Newspapers for the Sandwich Islands is two cents for each paper, and an additional charge of one cent for each two ounces weight or fraction thereof, thus, on a single paper weighing three ounces, collect four cents.

* Where an asterisk is prefixed, an additional charge of one cent per two ounces weight on Newspapers, and one cent per ounce on printed matter, must be collected.

Registration can be effected on correspondence for those places only to which the fee is given.
