Thus Home rule is one idea but it is two words, and its place must be determined primarily by its first word Home, which brings it before Homeless. If it were printed Homerule it would come after Homeless. Similarly Art amateur is one phrase, but as the first word Art is followed by a word beginning with am, it must come before Art and artists, although its parts are more closely connected than the parts of the latter phrase.
