1 O famous monument of women's praise,

monument of > record of, testament to praise > praiseworthiness, virtue; hence: qualities, worth

2 Matchable either to Semiramis',

Matchable > Comparable Semiramis > (The legendary queen of King Ninus of Assyria, who was her second husband. Before she acceded to the throne she successfully led the daring siege of Bactra; five days after her accession she had Ninus murdered. She went on to conquer many nations in Asia, subdued Egypt and much of Ethiopia besides. Some of her exploits are the same as those attributed to the goddess Ishtar; Semiramis herself was said to be a daughter of the Syrian goddess Dekarat. Her name derives from the Syrian Sammu-ramat.
