Numbering or assessing by the head. Poll tax. Fee or payment of a
uniform amount for each person.
cumberer
Hindrance.
imperatively
Absolutely necessary; unavoidable; commanding.
justiciable
Capable of being settled by law or by the action of a court:
munificent
Very generous.
