In tracing the record of the actors in the introduction and discussion of these great measures of legislation, he has given their ideas or quoted their words, so as to give the reader a clear conception of their position, feelings and opinions. The sketches of these measures, so comprehensive in their scope and character, cannot fail to be of interest to the general reader.
