Blackjack, black-and-white striped armband, badge and whistle. These sets were issued during the World War to a rather ineffectual organization of citizens, supposed to aid in keeping order. At the close of the war, this organization was disbanded and the equipment turned in and disposed of. In time, they will become quite rare.
