If this is the German programme, what is that of the Allies?

Primarily, it is the maintenance of not only liberties, but powers already acquired. In the economic sphere it is, of course, the maintenance of those international contracts upon which the wealth of England and of France depends. It is the maintenance of English power at sea, the re-establishment of a united France by land, the recovery of Belgium, and the guaranteeing of Holland in her neutrality, whether she wills it or no.

But over and beyond this there is the problem of reconstruction, and here you have two clear principles:

(1) It is to the advantage of the Allies to recognize everywhere, as much as possible, the realities of nationality.

(2) It is a matter of life and death to the Allies to prevent the re-establishment of Prussian power, with its ideal of domination over others.
