The 'Pollies from Portsmouth' have evidently exceeded the bonds of strict moderation in their applications to the punch-bowl. A Dutch skipper is calmly smoking and drinking himself into philosophic stupidity, regardless of the uproar proceeding around him, of singing, shouting, and fiddling, in drunken discordance.
