The sale of clothes to the men was not confined to any one vendor, and scandals in this department, if they existed, do not appear to have attracted the attention of the authorities till 1655. Then an order was issued from the Navy Office that, ‘upon the consideration of the several abuses done by those that serve the state’s ships with clothes, by exorbitant prices and bad goods, to the prejudice of the poor seamen,’ the clothiers were not to send any on board ship without the permission of the Navy Commissioners.[1343] Two months later prices were fixed as follows[1344]:—

This outfit, if a complete one, does not seem all that could be desired for winter service in the Channel, although it is a nearer approach to a uniform than existed much later. The Commissioners were careful to repudiate any responsibility for the clothes,[1345] though, as we see, they interfered when they considered it necessary, and allowed a sum, usually £2, to each man if his kit had been lost in action or by shipwreck.

The Navy List.

Compared with the accessions of previous reigns the following list of new vessels is startling in its magnitude, and the cost of building and maintenance is another item which helps to account for the chronic difficulties besetting the Treasurer of the Navy[1346]:—
