"You're crazy with the heat!" gasped Mr. Scobell. "Abolish gambling? You can't."
"I can. That concession of yours isn't worth the paper it's written on. The Republic gave it to you. The Republic's finished. If you want to conduct a Casino in Mervo, there's only one man who can give you permission, and that's myself. The acts of the Republic are not binding on me.
