A system prevailing in Germany and Austria, by which a ring of sugar manufacturers, aided by heavy import duties, combine to obtain very high prices for all sugar consumed at home. They utilize the large profits thus secured to ship the surplus sugar below cost price, thus securing for themselves all unprotected markets.

A party in the German Reichstag, formed in 1888, by a coalition of the Conservatives and the old National Liberals, and pledged to support Bismarck.
