They leave the application in that institution, and that institution transmits it to Moscow where the decision is made whether to grant or to deny the exit permit. The reply then comes to the MVD in Minsk.

*I want to assure the Commission that I was never given any assignment by the Soviet Government or the American Government, and that I was so surprised myself that I got the exit visa.
