Reprinted in Webster’s Political Essays, and in Ford’s Pamphlets on the Constitution. In reprinting this pamphlet I suggested, with a question mark, that Brutus was written by Thomas Tredwell, having found that he used that signature to a newspaper essay published in 1789. I have since concluded that they were from the pen of Robert Yates, member of the Federal Convention from New York.
