Mr. Rowntree’s conclusions have been impugned by several critics, and it may be that his dietary standard is too high. But even if it turns out that only a quarter and not a third of the population are in receipt of incomes insufficient for the expenditure necessary to secure bodily efficiency, the fact is serious enough.
