En vertu des pouvoirs qui nos sont confères pour le Gouvernement National Polonais par un Decret du 10 fevrier 1864 daté de Varsavie, nous nommons au post d'Organizateur des forces Navales Polonais sur le mer Adriatique le Citoyen Auguste Elia sujet du Roy.me de l'Italie, natif d'Ancone, et lui conferons provisoirement le grad de Capitaine de Fregate dans la Marine Nationale; il aurà a se conformer dans l'esercice de ses funtions a nos ordres et instruction ulterieurs.

Il 13 marzo Elia ricevette dal Cy John Robson di Londra la seguente lettera, con la quale l'avvisava dell'arrivo in Ancona di un vapore a lui diretto e gli dava commissione di vendere il carico e di fare del vapore quell'uso, che più gli fosse piaciuto, dandogli assicurazione, che il vapore medesimo era pienamente adatto pel servizio dei passeggeri nel mare Adriatico e per non lunghe navigazioni.

Dear Sir,
"Having been furnished with your address by my commercial friend. I avail myself of the opportunity, and beg of yon, to take in your charge my steamer the "Princess," Master Sainscler, destined to your port and charged with goods insended for speculation. Should yon accept this commission, I then will send you the power for sale, or to dispose of her in manner yon would think proper. She is fit for transport, and passengers trade of short distance, and I think she will answer well in the Adriatic. She may be in your place towards the end of this month.
"The bearer of this letter, the Master of the steamer, will require your aid and your advice, which yon will kindly afford him and oblige.
